While there is no one "best place" to stay, there are some places better than others.   I would avoid the cheap hotels on the "east" side along Rt 40... they are the kind you "rent by the hour" on the weekends (they're on the map as "budget").  There are also a couple like this along Rt 1 south of Relay / St Denis.  Downtown hotels will be expensive, but are centrally located and close to the light rail.  In the hotel district near BWI airport, you can get hotels in the $75 to $100 range, and maybe less if you go thru some of the internet reservation services.  There are plenty of reasonable places in the Towson, Timonium, and Hunt Valley area, a few are even fairly convenient to the light rail.
